Belle Meade Village Carries the Name. Does It Carry the City?

A 2026 Nashville Post report counted four cranes over the old Belle Meade Plaza site at 4500 Harding Pike. Below them is a parking garage dug 50 feet below grade, with about 900 spaces planned. The sign says Belle Meade Village. The residences, branded 1 Iris Lane, start at $2.5 million.

The City of Belle Meade has its own explanation of where the site sits. Its July 2025 newsletter describes the property as "just outside the Belle Meade city limits", which puts it under Metro Nashville's Planning Department for plan review and permitting. That one fact changes what a buyer is comparing. Pricing a residence at 1 Iris Lane against a house inside the City of Belle Meade means comparing two different governments, two tax formulas and two sets of rules about what can be built nearby.

Metro Council Approved the Zoning

A house inside the City of Belle Meade answers to the city's own Municipal Planning Commission and Historic Zoning Commission. Belle Meade Village went through Metro instead. The Metro Planning Commission heard case 2023SP-018-001, "Belle Meade Plaza," with the site listed in Council District 24. The commission approved it with conditions on March 23, 2023. Metro Council then passed the specific plan zoning for the 10.57-acre parcel as BL2023-1829 on third reading on May 16, 2023. It took effect May 26.

The city's 2025 newsletter shows where Belle Meade stood in that process. The city wrote that full construction plans were under review by Metro's Design Review Committee, and that it expected the plans to appear in a Metro Planning Commission agenda packet. It said it "eagerly await[s] the opportunity to review the plans." That is the position of a neighbor watching from outside the approval process.

For a buyer, this means future changes to the Village's buildings, uses or surrounding streets will go through Metro's process. Inside the city, a homeowner who wants to change a façade goes through the review track we covered in our look at Belle Meade's two-step building approval. Each track has its own rules, and the Belle Meade name does not decide which one applies.

The Tax Bill Runs on a Different Formula

Tennessee assesses residential property at 25% of appraised value. Metro Council kept its levy unchanged for FY 2026–27 in June 2026, according to the Nashville Banner. The Davidson County Assessor of Property lists the latest rates as $2.782 per $100 of assessed value in the General Services District and $2.814 in the Urban Services District.

Belle Meade is one of Davidson County's satellite cities. Property there pays the GSD rate plus the city's own rate. The city fixed its FY 2026–27 rate at $0.3011 under Ordinance 2026-6, with no change from the year before. That puts the combined rate inside the city at $3.0831 per $100.

Our research could not confirm whether 4500 Harding Pike sits in the USD or the GSD. The table shows both, using an illustrative appraised value of $2.5 million, which gives an assessed value of $625,000:

Tax jurisdiction Rate per $100 assessed Illustrative annual bill
City of Belle Meade, GSD plus city rate $3.0831 $19,269
Metro Urban Services District $2.814 $17,588
Metro General Services District $2.782 $17,388

On the same appraisal, both Metro rates come in below the city's combined rate, a gap of roughly $1,680 to $1,880 a year in this example. An appraised value is the assessor's estimate and may differ from a contract price, so the figures show the formula, not anyone's actual bill. The assessor notes that every assessment notice has a "Tax Jurisdiction" box showing GSD, USD or satellite city. That box answers the district question for any specific unit.

The rate also pays for different services in each place. The assessor says USD taxes cover services like garbage pickup, streetlights and sidewalks, while GSD owners pay for those services separately. The City of Belle Meade budgets for its own waste collection department. A lower rate outside the city also comes with a different set of services.

Fees and Votes That Stop at the City Limit

The tax rate is only part of what the city line decides. At its June 17, 2026 meeting, the Belle Meade Board of Commissioners raised sewer user charges by 4%. It also raised the stormwater fee from $22.41 to $26.89 per ERU for all properties in the city. Both changes took effect July 1, 2026. Those charges are set by city ordinance for property inside the city.

Civic voice follows the same line. The same meeting called a municipal election for three City of Belle Meade commissioner seats, set for Tuesday, November 3, 2026. It also seated three new members on the Belle Meade Historic Zoning Commission and cut the Municipal Planning Commission from ten members to seven. Those bodies decide what changes on the streets inside the city. A future owner at 1 Iris Lane would be represented through Metro Council District 24.

What the Construction Record Shows So Far

The schedule matters because a presale buyer is committing well ahead of delivery. Here is the record so far:

  1. January 2025: The site's Kroger closed.
  2. March 18, 2025: Belle Meade Plaza's demolition permit was issued, and demolition began the following week, per the Tennessean.
  3. October 2025: Construction began, according to a later developer update.
  4. November 2025 to April 3, 2026: Excavation and controlled blasting for the garage, with deep foundations and cranes arriving in December. City Now Next reported a 15-minute blasting hold at Harding Pike and White Bridge Road on the final day.
  5. 2026: A Nashville Post report described work underway since the start of the year, four cranes on site and three major permits worth about $33.88 million for four buildings, with core-and-shell permits being sought for six more.

The residential target has already moved once. Earlier Nashville Post coverage put completion of the residential buildings in late 2027. The paper's more recent report gives early 2028, one year later than the original date, for the two buildings, one at 10 floors and one at eight.

The retail side is still unnamed. The project's shopping page describes more than 40 storefronts, restaurants and cafés but lists no tenants. The one named feature is the Heyn Menagerie Carousel, which the project dates to 1893 and presents as the Village's centerpiece.

What $2.5 Million Buys at 1 Iris Lane

The residences are planned as 92 homes in two 46-unit buildings, with one to four bedrooms and an average of about 3,200 square feet. Prices start at $2.5 million. Dividing a starting price by an average size gives a rough marker of about $780 per square foot. Because the starting price and the average size describe different units, treat that figure as a rough reference, not an actual per-foot price.

That money buys walk-down access to a planned retail district, a deep structured garage and a carousel. It does not buy a City of Belle Meade tax jurisdiction, a vote in the November commission election or review by the Belle Meade Historic Zoning Commission. For a buyer who values those city features, a house inside the city delivers them. For a buyer who wants a residence over a retail district, the Metro side delivers that at a lower rate per $100, with a 2028 delivery date and tenants not yet named.

The regional market adds one more consideration. In September 2026, Greater Nashville REALTORS reported softer sales below $1 million and gains above $1 million across its nine-county region. The region had 5.7 months of inventory, and the single-family median was $510,000. Those figures cover a wide region, not Belle Meade specifically. They show upper-tier demand holding up while buyers have more listings to compare than they did a year earlier.
